What are the conditions for becoming a Belgian?
The conditions depend on your situation:
- How long have you been living in Belgium?
- What is your personal situation?
- Are you retired?
- Are you married to a Belgian?
- Do you have a Belgian child?
The city office of the city of Antwerp will inform you which documents you need.
- proof of knowledge of Dutch
- proof of civic integration
- proof of economic participation
Atlas does not decide which documents you need.
What documents can Atlas issue?
Proof of level of Dutch
- If you pass the certifying language test for level A2, you will receive a certificate for level A2 in Dutch (1.1 + 1.2).
- Do you have a certificate for level A2 or higher? It is not necessary for you to take a test.
Proof of social integration
A civic integration certificate is a proof of social integration.
How to obtain a civic integration certificate?
You can follow the civic integration programme. You must pass the social orientation course and Dutch level A2 course (1.1. + 1.2).
Please note: did you obtain a civic integration certificate without taking the social orientation course? This civic integration certificate cannot be used to apply for the Belgian nationality.
OR
- You pass a social orientation test.
- You also pass a certifying language test for level A2 or have a certificate for level A2 in Dutch (1.1. +1.2) or higher
Proof of economic participation
Atlas does not issue any proof of economic participation.
What is the procedure through Atlas?

You can take the certifying language test for level A2.
Do you need proof of social integration?
Ask for an appointment for an interview. You have 2 options.
1. You can take a social orientation test.
- You will receive a first appointment for an interview. You will be given information about the test.
- You will receive a second appointment to take the test.
- If you pass this test and have already obtained level A2 in Dutch, you will receive a civic integration certificate.
- Come and collect your certificate at Atlas. Alternatively, Atlas can send your certificate by e-mail or by post.
- You haven’t passed the test? You need to follow the civic integration programme.
2. You can follow the civic integration programme.
- You will receive all the information during the first appointment.
- You enrol in the social orientation course.
- You can also register for Dutch courses.
